Most parents use foam curlers, but some do it the old-fashioned way, with cloth bits tied in the hair overnight:
Even if your daughter's hair is short, a lot of the curls are on the back of the head, not necessarily hanging down very far. (In fact, the weight of longer hair can unwind the curls. If your daughter has long hair, make sure you don't wrap too much hair into each ringlet.) Here are a couple of pictures of how hair can look:
